Experts Identify Russian Scare Operation Against Cruise Missile Use

The Kremlin is executing a psychological influence operation of threats to prevent the US from providing long-range missiles to Kyiv, based on analysis from military analysts. A high-ranking Russian lawmaker remarked: “We understand these projectiles very well, their operational characteristics, how to shoot them down, we tested against them in the Syrian conflict, so there is nothing new. Only those who supply them and the operators will have problems … We will identify methods to damage those who oppose our interests.”

Kyiv's Military Push Situation

Ukraine's military were causing significant casualties in a strategic push in eastern Ukraine, the primary conflict zone, Ukraine's leader reported on Wednesday. Zelenskyy's assessment, derived from a communication with his chief of defense, contrasted with Vladimir Putin's remarks to defense leadership a previous day in which he said the invading army possessed the strategic initiative in every combat zone.

According to analysis dated the beginning of October, conflict monitors said Russia was suffering significant losses, mainly because of Ukrainian drone attacks, in return for limited tactical advances. Ukrainian forces, Zelenskyy said, were “defending ourselves along multiple fronts”, highlighting especially Kupiansk, a heavily damaged town in Ukraine's northeast under sustained offensive operations for several months.

Regional Conditions

Administrative officials in the Kherson area of Kherson said offensive operations on Wednesday killed three people in and around the urban center of Kherson city. Local authorities of the Sumy oblast, on the northern frontier with neighboring Russia, said three people died in unmanned aerial strikes in different districts. Kyiv's air command said it intercepted or jammed most of the attack and decoy UAVs during the night.

An offensive strike significantly harmed critical infrastructure, officials reported on Wednesday. Two workers were wounded in the assault, according to energy company officials. They provided no further information, about the site's whereabouts, but government officials said attacks targeted critical utilities in the Chernihiv region, southern Kherson and south-eastern Dnipropetrovsk regions.

Humanitarian Impact

In the north-eastern Sumy town of Shostka, hit hard by the offensive operations against the electrical grid, authorities have established temporary shelters where civilians are able to warm up, access hot drinks, maintain communication capability and obtain emotional assistance, based on information from administrative leader.

Global Measures

Kyiv's representative to the military alliance on midweek urged NATO members to accelerate procurement of US weapons for Kyiv. “It's not that we prefer American weapons over French or German or alternative military systems – the reality is that we are asking the America for weapons which EU members can't provide,” said Ukraine's NATO envoy.

Germany's national police will soon be allowed to intercept unmanned aerial vehicles, security chief announced on Wednesday, following multiple drone sightings suspected as Moscow's attempts to gather intelligence and deter. Announcing legal changes, the official said police would be authorized “to take sophisticated countermeasures against UAV risks, including electronic countermeasures, electronic interference, navigation system disruption, but also with kinetic methods”.

EU Security Challenges

EU chief stated on Wednesday that EU nations need to strengthen its defenses to deter Moscow's multifaceted attacks in response to aerial violations, digital assaults and submarine infrastructure disruption. “These aren't coincidental events. They constitute a coherent and escalating campaign,” the representative said in a speech to the European lawmakers. “A couple of events are coincidence, but several, many, frequent – that represents a deliberate and targeted grey zone campaign against EU nations, and Europe must respond.”

Humanitarian Status

The Switzerland's administration has prolonged its refugee protection provided to Ukrainian refugees to at least March 2027. Humanitarian status, which enables individuals to travel abroad as well as work in Switzerland, is generally limited to twelve months but can be continued. “The decision reflects the continued precarious security situation and ongoing military actions across significant Ukrainian territory,” said a federal announcement. “Despite global diplomatic initiatives, a permanent peace that would enable secure repatriation is not anticipated in the coming years.”
